when you remove the ICV and move it along the axis of the motor, does it make a sound like clank clank? like there is no resistance or anything stopping the valve from free movement? mine does that, and im not sure if its supposed to be that way.

Clean the valve out with carb cleaner, brake cleaner works but dries out all the seals. Until it moves freely you will have problems. Simple but real.
