Grand Master
BMW has been build 7's with the protection package for awhile. At least as far back as the E32 era. Recall an E32 w/protection package on German eBay that Shogun posted some time back. They had a pic of it with the windows down and you could see that the windows were a few inches thick.

They had it for 5 and 7 series... but this car goes one step beyond that... fire extinquisher, fresh air supply... this is new stuff.
The older Protection series were not quite this level either... they were add on Kevelar batts into doors and back seat. and door/windows were upgraded.
This level of protection is equivalent to what Mercedes offer in Guard models but like I said... this got extra stuff I don't see... fire extinquifher, fresh air system... etc.
