This is a business offer from Benin Oil and Gas Company in Benin Republic.

I make this introduction based on my regard for your credibility. My name
is Engr. Michael Abe. I work with the Benin Oil and Gas company in
Benin Republic.

To be precise, the office of my superior (Mr. Simon Peddy) and I oversees
the issuance of oil allocation licenses for our oil companies and our
position in the company entitles us to recommend oil allocation bidders
and actualize oil lifting / exploration allocation licenses to our
candidates based on merit and our interest. We also oversea
and approve the issuance of the license for oil allocation and also
monitor the lifting
procedures in our company.

In November 2008, we facilitated and actualized the oil lifting license
for a Candidate. This license was for one year license at 14 million
BBLS/12 months. Incidentally we just received a letter that the candidate
is no more.

The license has been valid till date and I have decided to begin using the
license from May until November 2009. We are in need of a partner from
your country whom we can trust. We will package this partner as the
allocation license beneficiary and assign the license to this partner. Due
to our positions in the petroleum agency, we cannot handle this procedure.
Your profile fits into the criteria of a partner we need. This is why we
am contacting you.

With the trend of events in Benin Republic, we shall be able to lift a
minimum of 200,000 barrels of SLCO per month. This will fetch us an
average of US$5million per month. And we have from May 2008 until November
2009 to lift crude oil which will fetch us approximately (5million
dollars) x (7months) = 35 Million dollars. We have ready buyers who are
waiting and would be ready to scramble for any number of barrels we lift.
Also we will oversee all the lifting procedures with the available
mercenary around.

This is what we propose:

1. Your company profile shall be used in place of the
initial license Operator and this we shall handle.

2. We will ensure that your company_s profile is
recognized as the current license operator and that we have
a mandate for at least min of 200,000 barrels per
month, a maximum of 300,000 barrels per month.
Starting from May.

3. We will ensure that all lifting procedures are in
place and buyers readily available to purchase the product.

4. You shall stand in as the license operator for all
lifting and sales transactions; we shall open an
account for the receipt of the oil sale proceeds in
which both parties shall be signatories to the account.

5. We shall split the oil sale proceeds in the ratio
of 60:40 equity shares. We shall be entitled
to 60% share while your company shall be entitled to 40% share.

allowed.
