    Default #10 fuse blowing

My warning chime went off, and I got a 1 low beam warning. I checked the headlights and the L low beam was out. Opened the fuse box, and sure enough, the #10 fuse was blown. I replaced it, and it blew within 20 seconds. VOM across the #10 slot showed 9.48v with the light switch off, and 13.4 on.
Replaced the fuse again, and it blew again....so,
being that I cant locate my Bentley manual, Im stumped-

Could it be a sticky/bad relay, or more likely bad wiring to the L low, or?
If its relay, wich one is it?

Thanks in advance for any help!!

    Regards-

    Art.

Check the headlight bulb... disconnect it and see if it still draw too much electricity. Use Amp DC to measure at the fuse terminals.
