number 28 on the pic. 9,10 and 11 are crap and must be replaced as well. dunno why but the ones I have seen on ebay and in real life have that piece missing.. anybody knows why?

Not sure if that is a trusted source for build date. You can go the VIN decoder route or (if your vehicle has the same stickers as mine) open the drivers door. Mine was built for the anadian market.
On the drivers side door jam, you may find a similar data sticker to the one in the engine bay. On the end of the second line of mine it states "10/90"
This is the build date.
