11.5 is low. With a load greater than your meter probably even lower.
Look for a corroded or loose connection in the wiring for that bulb.

New to this forum but not new to E34s so hope I can help at some point![]()
My '96 540 has been fitted with a HID kit which has worked fine for the last 2 months (apart from the 'dipped beam' OBC message & bong at startup) but recently one lamp just will not light up.
So far I've checked input voltage on both sides at 11.5V (engine not running) and tried a new ballast and bulb with no joy. I moved the new ballast and bulb to the other side and it works fine there so I'm pretty sure there's not a problem with the HID kit.
Does this sound like a LKM problem then? I took the LKM apart and can't see any physical problems on it (relays looked fine) but there are chips and surface mount stuff there so I don't know about those.

Toolow, my instruction manual for installation of the HID says they need a minimum of 11.8V.
When battery was low, I had the same problem.
Thanks, chaps. I'll put the battery on charge overnight and see if that helps.
