Default Problem with rear towhook cover - how to keep it on?

So my original towhook cover was lost during a rally in March. I bought a new one yesterday, but I can't keep it from falling down and danging from the two rubbery hooks. How do you install it so that it stays in place? I can't figure it out

I think I am going to have to use velcro. The brand new piece just will not stay in place. Pretty disappointed by the design / fitment of this piece.
