left parking and tail light issue

about time I come here and ask for help

checked bulbs and fuses...
fuse #4 is the culprit location, only getting 9 volts at the socket and cant figure out why, any ID's? #5 is the right side and thats getting 12 volts. I suck at electrical problems so your going to have to hold my hand, that language "pin x and pin x" stuff is beyond me.

I have thrown cars away with electrical gremlins and cant afford to do that at this prosperous time...

no relay for those lamps unless it is a Canadian model.
Power comes from Power distribution block to the fuse, through the switch then out to the lights.
Is there only 9v at the left rear sidemarker? If not then check the grounds at the rear lamp.

If you find electrical issues that hard perhaps an auto electrician is worth a visit...just give him firm ground(no pun intended)rules
