Sounds like a sampler motor for the temperature settings. Blows air at a sensor to keep the heat/ac at right temperature.
I hope you cleaned the fan and the temp sensor. I have seen some completely covered with dust.
Just recently I helped someone out, he could never set the temp right, mainly cold or hot.
It was not a stuck heater valve etc., just a dirty sensor.

Could I find how to clean this in my bentley manual? On mine it seems like there is no "medium" temperature, just arctic or furnace.
No need for a Bentley for this, just remove it and it sits on the back,
