I have a passenger side low beam out. have replaced bulb, fuse, resoldered LKM (although I am not a solder wizard, I did a good job). Still doesn't work. Wires look intact.
What else could it be? Does the mustard relay control headlights?

No, the mustard relay is not for headlights. Is there power on the fuses, there are 2 for headlights? If no power at the fuses, LKM. Check the relais inside the LKM, maybe no contact. The relay for low beam has 2 ON outlets.
You might try taking a very close look at the connector at the bulb. I had the same problem on my 535i and the wiring was burnt inside the connector. There was only a very small burn mark that was visible, I cut it open and the inside was toasted. I spliced in a new connector from Autozone and all has been fine since.
