Is the cabin filter scented?

Bacteria can grow on the evap core or in the bottom of the housing if the drain is blocked........ and It smells WRONG!! (DEAD wet dog!.........Poo YUCK!!)

So whatst the best way to go about cleaning this? I suppose bleach isn't the answer since the evap is aluminum....
