Real answer- and only a guess tho- Probably because there's a internally calibrated position and going to the maximum amount would prevent one from reading it

Because that is the standard -pre-set (programmed) test procedure.

Well mine does the same thing in my E34 but in my E36 when I do the same test all the gauges reach the end including speedo and tacho
