I get a 11.7v drop across accross fuse #23

means that voltage from fuse pin 1 to fuse pin 2 is 11.7 volts = open (fused) fuse, and I guess this is not what you meant. If you get voltage at the fuse (any pin as measured to ground), and at the pump connector as measured between pump connector pins; and pump still does not run, it's probably damaged.

The real kicker is that its a BRAND NEW PUMP. Maybe I'm just unlucky and I got a bad one...uggh.

I don't know the whole history, but may be there is something else here, dirty connector, bad wires from connector to pump, wrongly connected, may be even your old pump is not bad.
