    Default No heat when parked!

I have no heat on a 1996 328is when parked but the heat works fine when the car is moving. Could this be the water control valve? The car heats up normally according to the gauge. Any other ideas?

only seen that once on a e36 but the customer didn't want to spend the money on fixing it so i am not sure what that is, theres no pump on a e36 so it's not that, it may just be crud in the valve
all america wants is cold beer warm cat and a place to take a poop with a door on it
