    The cam seal sits(very firmly) in the upper timing cover, which is not pictured in the shot you have. Parts 11,13 & 14 get installed after the upper timing cover goes on. From your photo you need to install the cam sprocket, the chain, the upper timing cover then parts 11,13 and 14.

    Thank you for the info, I was looking at the wrong pic for the part.
