Portion of rear bumper fading

Washed car yesterday and noticed that a portion of my rear bumper is fading. It looks as if the color and clear coat is getting thin and primer is starting to show through. Does not appear to be cracking. the surface is losing it's gloss. I have not used any rubbing compond etc, on the bumpers. PO said the car had never been to a body shop and records proved it. All their service was at the dealer.

At this point it only over on the passenger side below the tail light. Rest of the bumper and car has not fading. Wish I knew why this is happening. I assume it will continue

I am think of having a quality body shop just repaint the top portion of the bumper next spring. Perhaps even on the car after I remove the black plastic trim pieces. I will check it out. Any advice?
