It looks like it regulates the fuel pressure before it hits the rail. or aerates it or something. I wonder if the other side of the rail has the return to the fuel tank like mine. Maybe in Cali, the constant venting of the circular pressure system puts out too much gas vapor?!

Actually guys this vacuum line doesn't do anything to the fuel system. It goes over to some solenoid on the front right side of the engine that has hoses that connect to the air pump shown in one of the above diagrams. I'm guessing it has something to do with the air injection system that is used when the car is cold to help the cats warm up faster. My old 5.0 Mustang had something similar.
