Sorry, man, I'm still a bit confused

I take it the ' eye' is the illuminated rim. How would you turn on just that part? And does that qualify as a low beam, or just a DRL? Is the low beam out of that bulb legal?

And what about the high beam?

These lights are totally new to me, so please explain the whole story.

Put another way, what do I buy to make my lights look like yours without breaking the law, and how would they operate once installed?
