Actually, it's supposed to help smooth out the idle on M30's, and BMW made a kit w/ a P/N for it in the 80's. 20hp? I dunno about that. But if it's what I'm thinking it is (aka - a big ass resistor), then it's been discussed.

I work for an electronics manufacturer. We buy about a dozen for one cent.
This just changes the resistance value the ECU sees and as a result tricks the ECU into supplying more fuel by the look of it.
Did they claim an improvement in gas mileage too.... didn't think so!![]()

Supposedly as an emissions control method. I have to say that it works pretty well -- my 15+ year old car still has them fooled over at the local Ohio EPA...sucker turns numbers that are better than much newer cars.
