No heat out of dash vents?

Heat comes out of windshield and foot vents only. Is this normal? Any ideas how to fix? 525 M50 '93. Thx.

should be a thumb wheel type control near the vent w/a red and blue icon, dial it to red for heat and blue for fresh air, intensity also controlled by middle slider on the hvac control and open/close control on the vent itself. way too many variables! but I like the cool air on my face while keeping my toes warm.
