OK, I give up, what the hell is it????

While trying to get things out of the way so I can either easy-out or file and redrill my broken water pump bolt, I took off the radiator and the front grille. What is the thing between the radiator and the grille - it looks kind of like a heating element out of a kettle - I've checked ETK and cannot for the life of me work out what it is!

Any hints ?

Trying to get it off (so I've got enough wiggle room for my drill) is a bit of a beatch.... I guess I need to get a spanner on the bottom nut while turning the top bit (it's kind of old and rusty) - but at least I know what to look up in the ETK now for diagrams etc, LOL!

Yeah, I guess part 1 on this http://www.realoem.com/bmw/images/o/142.png is what it is, although mine looks a bit different and the bolt comes down from just under where the hood sits.
