Daytime running lights question

I have a canadian '93 525i. It appears the low beams are on regardless if I use the switch. Intensity is the same. The only reason i need to use the headlight is so i can activate the fog lights in conjuction.

Has my car been wired to behave like this or is this from the factory?

dont think thats factory wired.

I think Canada requires DRLs so yeah it's probably factory modded.
