radiator bleed screw should not leak fluid/bubble while running normally, right?

This sounds very obvious to me that it should not but I am new at this.

The screw srtipped last year and the dealer had to fix it. Now it leaks out, so I supposed that's how air get's in as well.

Any ideas? Again, many thanks for all your help!
