This is the washer with the O-ring inside of it. Shown is the picture of the back plate... well you guys know what I mean...

Why is it that only 1 out of 6 bolts needs this washer whereas the others don't have any washers at all?

The others are blind holes, meaning they dead end.

if you look at the gasket you will see the one that needs the seal, i think it's the lower exhaust side one or the one above it

On a different note, it's interesting 'cause my version of locating pins are 4 old head bolts cut in half to keep the shafts from sliding.

...some shops use pins..your method will work. Hector if you are putting your head back together...a simple test works best. The only through hole is no.1 shown in Bill's pic. Take a tooth pick and stab all of the holes. No.1 which is the most outboard pass. side hole will go the deepest. That hole is oil bearing...goes through to the rear most passenger side vertical head bolt clearance hole in the head...why you need the O-ring.
