CARFAX and help, please

A friend is about to buy a 2001 325xi and is concerned that the odometer has been reset. Apparently the BMW dealer replaced the odometer at about 13K miles with a new unit set a 0 miles. There is a sticker in the car that describes this, but the new odometer now reads 13k lower that actual. I thought that the replaced odometer could be reset to the actual miles. Does this sound normal?

what is the "actual" kilometre reading?

The odometer was replaced at around 36,000 miles and it now reads 13,000 miles. So the car now has a little over 49,000 miles total.
