Attaching Front License Plate, '95 E34 (Only sounds simple, lol)

Greetings,
Does anyone know how the mounting bracket, which the front license plate is attached to, attaches to the
bumper? RealOEM shows a screw (there would be two) but no clear way to attach it to the bumper frame.

based on the drawing of bmw fans it looks like this, also checked realoem, but that seems to be the same

Expanding nuts, two on the LEFT, then screws into them. Including Shogun's input, you get everything you need.
