Is there anyone besides the dealer that can flash a used dme in central or northern Virginia

Flashing? What model and which engine and which DME? On these old Motronic units there is nothing to flash like on the newer DMEs.
Not the M1.1 , not the M1.3, not the 3.3., not the M1.2, not the M1.7 etc.
There is just an EEPROM "chip" which will be changed.

Its a 95 525i auto with a m50. I called bav auto and they said that i needed to get it flashed. My old one got wet so im getting a used on in the next couple days. Also when i opened my old in the chip had a white sticker that said auto something and custom 8036. Was thinking of getting a conforti chip. Should I aim at getting the car running then do the chip or just do it all at once

I am not the specialist in US spec. Motronics which are a bit different from the EURO ones, but in my opinion it is only necessary to flash if that one has EWS (Elektronische Wegfahr Sperre = electronic drive away protection.
If it does not have EWS, then you can use any used Motronic with same number (Bosch number is most important, see the sticker outside of the Motronic box) and just plug it in.

When exactly was your car built? Is it a 1995 model maybe built second half 1994? Check here on the forum, some days ago I posted a link to a online VIN decoder.

I have read:

all silver label are ews protected.
This has ews because i tried it on my ews car. without proper alignment/ chip it will not start

If i just change the chip...or chips which ones do i need to switch over

From what I understand the ISN = individual serial number is in the chip. Try to change the chip to the new bought Motronic.

The cars EWS is looking for a ISN from the DME to match. Turn key on: EWS queries DME for ISN, when it gets this it checks for a match with EWS and Key Chip, if all match then it sends a code back to the DME telling it "ok" turn on the fuel pump and spark.

No damage can happen, in worst case it just does not start.

This video contains a simple way to bypass the EWS II immobilizer "Elektronische Wegfahrsperr". It allows you to run an earlier Maroon label 413 DME without dealer re-codind. EWS II is found on 95-97 BMWs ----- BMW models built before 1996 carry a silver label 413 DME computer like the one in the video. I read there are some 94 BMW's running around with EWS II as well. You still need your key & transponder to start the car so you still have that safety.

You say key chip...i don't think my keys don't have chips in them. I'm almost positive they don't, they're the ones that have the little orange light and
I have to that were cut from a walk in lock smith so I'm thinking I could just do the chip change

I have to that were cut from a walk in lock smith so I'm thinking I could just do the chip change I suspect your car is EWS and OBD1 (you need to check as productions change for each market at different times), so can be rendered operational using the EWS jumper trick, or by installing a chip coded for disabling the verification code (ISN) like the one TMS sell. However DWA may be the root cause for any starting problems if the DME has not been changed. Disconnect the DWA unit to find out if so, as it will then start.

If you think your key has no chip, look at the barrel in the column- is there a plastic 40-50mm ring around the keyhole? If so, you have EWS.
