Seat Belt Won't Release

After only one week of finishing my water pump replacement (thanks again for the help), another small job pops up. It appears that my driver's seat belt sometimes jams. That is, the belt is buckled, but pushing the release does nothing. The button doesn't depress all the way, as if something is jammed in the release.

Has anyone experienced this? Is a replacement in order? If so, do I need to completely remove the seat?
