These are just hanging there. What is missing? What can they do?

They look like video cables,
At a quick glace Scart, RF, D-sub. From left to right.
Maybe someone had a aftermarket display in the car, and a tuner or something in the boot.

I don't see any evidence of any holes for mounting a changer so maybe it is just a pre-wiring from the factory. Will any CD changer hook up to it?

CD changers are brand specific most of the time: Sony with Sony, Clarion to Clarion, and so on. The cable certainly won't fit modern day CD changers.

You would need a stock CD changer with the stock head unit. I believe there are two makers that made them for BMW, one of them is Pionneer.

You've already been told, correctly, that it's cell phone wiring. But that doesn't make it OE. Your CD wiring for the factory radio and CD will be behind the trunk carpet panel on the left side of the trunk hear the lid hinge area, but it's only good for the factory head unit.

On the right side, you should see a sticker saying your bimmer has been pre-wired for the CD changer, Cell phone and the Alarm..

That is for the cell phone. If you want one, I'll sell you mine :p
