I have a 1990 525i and the low beam light stoped working on the right side. I checked the voltage and it is only around 9 volts not 12 volts like it should be. Do I have to get a new light control module or is there a relay causing this?

more likely just corrosion in the connector

That changes things. Fuses 10 & 11 are fed from the LKM The light control module is a common failure on these cars and lots is covered here on it.
EDIT ///Sniper 535 is selling an LKM on the cheap.
