seeing whats on either side of the tractor in the pic and the fact that the victim has hubcaps id say it came with em and it's probably in some place like russia

The corner of the numberplate on the 5er in that shot is a dead give away that it is Russia. The last 2 digits denote which area of Russia the car was registered, according to the Russian car number plates article in Wikipedia (http://en.wikipedia.org/wiki/Russian_car_number_plates). The last 2 digits are either 87 or 97, 87 denoting the Chukotka Autonomous region (bordering Berring Strait and Alaska) or 97 which is a Moscow number. Chances are it's a Moscow-registered car though ;)

so i guessed pretty close, that square little fiat clone could be in just about anywhere but the van is somewhat distinctive
