How do you become a member of the BMW CCA? and what does it cost?

Go to the website and sign up.

It's $40 usd for 12 months, $76 usd for 24 months, or $112 usd for 36 months.

It's well worth the $40 membership fee. There are several benefits that only comes with membership.
