Power steering ..sticky??? help My #2 problem

Power steering is sticky in the cold. Fluid looked brown/bad yesterday. change with new ATF. Still there. Steering sort of sticks/moves/sticks.. Was only 10 degrees yesterday. After it was in the shop for 10 minutes running it was not too bad..

My moneys gone and so im my patience...
