Quite interesting to read if you once have this problem and how it can be solved.
For those who do not want to read the whole thread, here the answer:

OBC lock down
...at least on my 12/91 E32, will still allow crank, just no fuel injector pulses. If there's an after market alarm with starter interlock installed then there's a good chance that it may be interfering. I've been successful on numerous occasions with over-riding that by disconnecting the battery again, turing the ignition to the RUN position while the battery is off and then reconnecting the battery with the ignition left in that position. This usually puts the aftermarket system in a forced valet mode, allowing the vehicle to start. Good luck!

this method worked for me when i found out i had an alarm installed by PO and was doing shogun reset although i did have to connect battery a couple of times to get the alarm to trip over
