What is the painted cap for?

There is a body color cap on the outside right side of the rear hatch on my Touring. It looks removable. Whats under it. Is it some kind of emergency access to the hatch glass handle? It's located over the top of the glass handle....

The reason I'm askng is, My M5 type spoiler just arrived and it covers part of this cap, cover, or plug. I was thinking I would just trim the spoiler around this plug.

BTW: I checked realoem but didn't really see the part or the function.

I wondered about that myself, when drooling over various Tourings in my past...

A mates E46 330ci had flip-out/pop-out squirters for the headlights... I thought that was well cool!!
