What was the real deal on this?

looks like some bastardized french or eastern block car that somebody tried to turn into a m1/turbo concept, looks like something id haul into a field to shoot at

... hand built one of a kind so no replacement panels for those rusted out bits... Don't bid a "few thousand too little"
