I'm tired of these white collar criminals - the Enrons, Worldcoms, Wall Street traders, etc - manipulating the markets and basically stealing from guys like me, the average investor. While I think it's always been true to some extent, it seems so much worse now. That is, there are two levels of players - those on the inside and the rest of us.
I'm all for tossing these a-holes in jail for a looooooong time and taking all - and I mean all - of their misgotten gains.
Comprising the integrity of our markets is ruining the premise of capitalism. Grrrr.
ok..i'm done ranting.

On a 5 Million dollar bail, doesn't that mean he only needed 10%, or $500,000 cash.
that 500k cash isn't quite a chunk of change to carry around also...

If you get arrested and your bond is for $1 million, you may not have a $1 million. So you contract with a bail bondsman who will assure the court that you are not a flight risk. This assurance from the bondsman will, usually, cost you 10% of the total bond or in this case, $100k. You give the bondsman the $100k and he bails you out of jail. In essence, he puts up the other $900k. If you skip town he's liable to the courts for the whole $1 million. He comes after you and breaks your legs to get you back to jail so as not to lose his $900k. But if you go to trial, regardless of the outcome, you do not get that $100k back from him though. If YOU put up the entire $1 million and are aquitted, you get it all back and loose it all if you're found guilty. (I think....)
