User CP --> Edit Options --> Set your Time Zone at the bottom --> Save

But you can Quick reply and the beginning of your message automatically becomes the topic.

And the time is Grenwich Mean Time. You set the time in your Control Panel so it displays the local time for you. Go to "User CP" in the upper left of the page, then edit options, then date&time options. Lots of other cool stuff there too.
