...2-3 minutes to load the Forum page, and after clicking a Thread title it took about 2 minutes for this thread page to appear - then after clicking "reply" about 45 seconds for the reply page to load.

Well, this time my CPU was idle. I did the speed test to the isp and I think 1.13kbps per second over 7 minutes was a sure indicator that my ISP is having issues. I've opened a ticket with them. Tried calling, got a little bit of a run around.
