yep, must be left on, of course.
Just did an oil change and wondered is the orange wrap around on the filter suppose to be left on, i assumed it was so left it, correct?
Example if you dont know what i mean

, never seen any other filters like that, suppose to be a primary filter or something or large particles ?
If it's made of stretchy diamond patterned plastic that slips off quite easily it's merely a transit protection and should definitely NOT be left on. Probably unlikely to do damage unless it melts into the filter and blocks it ......

I suspect it's there to hold the paper pleats in place and to protect the filter during manufacture/transit. Any other ideas anyone?
I have seen other filters like this in which it is intended to stay on. If you do not want to worry about it, buy Mann filters which come in a box and do not have the orange wrap. I got 4 of them from Drivewire for $44.48 delivered which is about the same as the guy on eBay gets with shipping.
The stone age didn't end for a lack of stones. Neither will the hydrocarbon age......
I don't know what sort of filter you are speaking of, the ones pictured in the auction are intended for that covering to remain on.
