Default Front bumper lower section to paint, can you remove it?

I want to paint the black section, well black again. Can I remove it seperately or do i leave it on and cover the rest with newspaper?

Pull it from the bottom straight out towards you, it's just clipped in.

I'd like to do the same. Currently, it's matte black. I'd like it to be glossy. Any suggestions on what paint I should use, and how to prep the surface?
