wipers not working properly

Maybe some of you have experienced the same problem. I am not sure what to do. Most of the time, the wipers are fine. But, the other day, I went through a huge puddle and the wipers stopped! Fortunately, it was night and I was still able to see, (thanks to a recent application of rain-x) and after about 15 minutes of driving they started working again.

A few hours ago, my wife took the car and called me to say the wipers had stopped working. She shut the car off and restarted it and they started working again.

Any suggestions as to what might be wrong? I don't know where to start to troubleshoot a problem like this.

Also, It is hard to not have reliable wipers when you live in western Oregon. It rains a lot here this time of year.
