As the subject goes; Can I fit headlight bulbs into fog lights? Bulbs themself look identical. Apart from the high beam bulb, which has some bluesh color. Pics attached.

Sure. They're both H1.

Just becareful of aftermarket ones... such that they aren't overwattage (quality control, or intentional) as old wiring doesn't play nice.

I was afraid the headlights have more wattage than the bulbs in fog lights, even though they look the same. If they have same wattage, then no problem.

Why is the high beam bulb blue in color?

Cause they are trying to give off a HID look.

Original H1 headlights and foglights in Europe have 55W.
= same.
But I do not know what you bought. Also 55W?
Or 85W, 100W?
Nothing mentioned on the bulb socket?
Probably in your country they are not sold in a separate box with a specs, but out of a big box and the sold without extra packing. The advantage is that they are cheaper then.

I took them out from my old headlights. The one with blue tint has a rating of 100W!

High beams are not used that often compared to low and foglights, that is maybe why your reflectors and the wires survived with 100W.
I will never use again 100W bulbs from own bad experience.

Melted wires and bubbles on the reflectors after a few days (short time) use.

I concur with Shogun. If you are going to use blue ones, go with reputable ones (ironic). At the very least, you know they are somewhat quality controlled. One time I went with a crappy pair ($15 CAD) for my ladies Focus and it destroyed one wiring harness. Warranty covered it though after I swapped the bulbs back :)

I am not going to use that blue bulb anywhere on my car. will just keep it for historic records :)
