I have searched and found the fixes for the cable, but when I pulled the inboard cable from the motor, the inner cable is over 1 inch long. I thought the problem would be that it would be too short. The cable is in good shape, square, has never been touched before.
What else could be the problem? The cable spins easily and does control the seatback ( I straightened out the twist with a drill). Could one side of the motor spin and the other side doesn't or something?

Have you checked the motor by directly giving power to it?

the motor seems to be working. The extra inch of inner cable is due to the memory seat. I will measure the cable, and if it is 1 1/4 inches, I will trim the outer cable 1/4 inch and see if that works.
